Is god evil...........?

If he places suzy and joey on earth, and he knows for a fact that suzy will go to hell and joey will go to heaven, yet he creates suzy anyway, then he has just sentenced a life to hell. he has created something knowing full well it will be destroyed...or well..not destoryed, just forever in torment....Yet, she still had to take the test? (some say life is a test). why doesnt he just create her and send her right to hell? Better yet, why doesnt he be a GOOD god and just NOT create her. By creating her in spite of his foreknowledge of her going to hell, he is engagin in an evil act.
