Did top rank begin the snowball effect of boxings decline?

It started with having a boring non american heavyweight champion. Then the catchweights, the demands, the gloves, the blah blah blah. There has been so much repetiveness in the claims by top rank, people reLly believe arum. Manny pacquiao has had few and chosen words for Floyd, but whatever arum says goes. Whether he is "speculating"'on Floyd or just listening to himself talk, it's only jhis opinion.. Fastforward to now.. IF YOU ARE NOT A TOP RANK FIGHTER, YOU WILL NOT FIGHT A TOP RANK FIGHTER? Is that a fair assessment? Is there truth to this claim. This is my belief
